Recently, the Inner-Mongolian Autonomous Region has issued the <<Notice on the Measures Promoting the Sustainable and Healthy Growth of Coal Economy in Whole Region>> which proposes the measures of near-term, mid-term and long-term promoting the Sustainable and Healthy Growth of Coal Economy in Whole Region.
The near-term measures mainly include: 1. bring down the charging standards for the coal price adjustment funds; 2. temporarily stop collecting the royalties for the autonomous region government from the coal and mine resources compensation fee and coal mine maintenance fee; and 3. Standardize, reduce and exempt rail transit freight and miscellaneous fee.
The mid-term measures mainly include: gear up the support to the growth of coal production enterprise. Provide credit lending support to the projects such as merger and acquisition and restructure of coal production enterprises, deep process of coal, and recycling economic park, reduce financing costs for coal enterprises, and strengthen growth capability of coal production enterprises; completely sort out the fee-collecting items relating to coal, and cancel all unreasonable fee-collecting, further standardize the fee-collecting satisfactory to regulations; continue to push integration and restructure of the businesses in fields of coal, electric power, chemical, and smelting industries and create industry chain cutting-edge.
The long-term measures mainly include: conscientiously strengthen supervision coal mine safe production, guarantee coal mine production safety; push the construction for the project which transform coal application and, specifically speaking the construction schedule for the large coal application transforming projects already ratified by state government must be accelerated and put the projects into production as soon as possible; actively strive to obtain approvals from state government for the project that delivers the electricity generated inside the region to outside (sending-out channel), plans deep process of coal, and the key project that transforms coal application, raise the ratio for on-site application transformation of coal, extend industrial chain, and enhance value-added; accelerate construction of coal transaction market, promote transaction platform operation for the power coal from Erdos and the bronze coal from eastern part of the region, guide businesses to transact in the platform, improve transaction efficiency, and establish coal price forming mechanism for the autonomous region.
